Kaduna to fund 2026 budget without borrowing — commissioner

The Kaduna State Government has said it will finance its 2026 budget without taking new loans, dismissing reports suggesting fresh borrowing plans.

Mukhtar Monrovia, the state commissioner for planning and budget, said Governor Uba Sani has not borrowed any funds since assuming office. He explained that the 2026 budget will be funded through statutory allocations, internally generated revenue (IGR), and grants.

In a statement issued on Saturday, Monrovia clarified that reports of borrowing were based on a misunderstanding of the “loan drawdown” component included in the budget, stressing that it does not represent new borrowing.

He added that the state remains committed to fiscal discipline and sustainable financing of its development plans.
